Meet the Authors

Quasim is a telecoms regulatory professiona. He started his career in private legal practice providing commercial law, litigation, company secretarial and client advisory services. He then crossed over to the telecoms industry and carried out extensive policy, legislative and regulatory advocacy activities, whilst managing business-critical regulatory affairs operations and stakeholder engagement functions at Vmobile/Celtel/Zain Nigeria (now Airtel Nigeria), MTN Nigeria, and briefly at MTN Ghana. He served as chair of the Legal and Regulatory Committee of the Association of Licensed Telecoms Operators of Nigeria (ALTON), and Vice-Chair of the Committee of Legal Advisers and Company Secretaries of the Nigerian Employers Consultative Association (NECA).

He has also served as Technical Assistant to the Executive Commissioner for Stakeholder Management in the Nigerian Communications Commission (NCC) where he provided technical support towards the achievement of NCC’s strategic objectives.

Quasim holds an LL.B degree from the Lagos State University, an LL.M in Information Technology and Telecommunications Law from the University of Strathclyde (UK) and an MBA from the University of Bradford (UK). He is a Member of the Chartered Institute of Arbitrators and is currently on the staff of the Nigerian Communications Commission.

Rotimi is a Partner in, and heads the Telecommunications, Media and Technology (TMT) practice group of Advocaat Law Practice.

He has worked as in-house legal counsel at managerial level with MTN Nigeria, MTN Iran and Etisalat Nigeria (now 9mobile) and possesses in-depth corporate experience acquired from supporting and leading direct and cross functional teams in Dispute Resolution, Property Acquisition, Ethics & Compliance, Government Relations, Financing Transactions and Contract Drafting and Negotiations for major and complex transactions and working on various business transformation projects. He was also the lead legal resource for the negotiation and acquisition of a telecommunications licence and deployment of telecoms infrastructure in the Middle East on behalf of multinational telecommunications network operator.

Rotimi has to his credit several papers on diverse issues of Telecommunications, Media and Technology (TMT). He has also been a regular speaker and panelist at various workshops and seminars. He also facilitates trainings and capacity building events such as the Advocaat Law Firm’s yearly training on “Negotiating and Drafting Telecommunications Contracts’’.

Rotimi holds an LL. B degree from Lagos State University and an LL.M from the University of Cape Town, South Africa.
